What does the upright and reverse meanings for tarot cards mean?

i just bought some tarot cards and in the booklet it says 2 meanings. the reverse and upright?

eg.The Fool

Upright: New beginnings, new adventures, new opportunities, unlimited possibilities, pleasure, passion, thoughtlessness, rashness

Reverse: A bad decision, indecision, apathy, hesitation, a faulty choice

which one should i use and why do they have 2 different meanings.

What does the upright and reverse meanings for tarot cards mean?
It means that the meaning of the card changes whether it's right-side up or upside-down when you deal it out.
Reply:there are many who provide a different meaning in reverse but my belief here is the reversed position represents a lack or block to the positive.

in a reading if the fool comes up next to the celebration 3 cups, it is likely that a new beginning will bring joy. if the fool is reversed in front of the 3 cups it may be that you need to create a new beginning to experience the joy, or you are reluctant to initiate something new compromising your ability to enjoy a coming together or celbration.
Reply:Obverse- Death- where the ground is at the bottom- Change.

Reverse- Death- stagnation.
Reply:depending on how your spread is some card might be reversed then you get the reversed explanation....
Reply:Don't fool around with the Tarot!
